The purpose of a COA is to preserve and protect the historic character of the property, surrounding area, or district.

■ The applicant performed extensive renovations, including adding multiple kitchens and bedrooms, without obtaining the required residential permits. 
■ The conversion to multi-family (four units) is a clear violation of the permitting process at DPD and zoning regulations in the Unified Development Code (UDC).  

Code Enforcement Violations:
■ There have been four documented complaints regarding the illegal conversion reported to Code Enforcement. 
■ It is concerning that the application omits any mention of these prior enforcement actions and complaints.
