  • A Certificate of Appropriateness (COA) is required for any exterior work visible from a public street or right-of-way in a local landmark historic district, such as Vollintine Evergreen Historic District (VEHD). The purpose of a COA is to preserve and protect the historic character of the property, surrounding area, or district.

    ▪ Exterior alterations to existing structures

    ▪ Additions or enclosures that expand habitable space

Application: 1478 Tutwiler Avenue (COA 2025-038) - Vollintine -Evergreen Historic District.
Request: New Construction, 526 sq. ft. addition at the back of the existing structure

Staff Recommendations:

1. Exterior cladding of the addition shall be of appropriate materials such as horizontal wood or smooth fiber-cement siding with a maximum 6” reveal and painted to complement the primary structure.

2. All new doors and windows visible from the street shall match those of the primary structure in terms of style, header height, and trim surround. At least one window shall be added to the west elevation (Kitchen wall).

3. The roof of the addition shall match the roof of the primary structure in material, color, and eave depth.

4. The foundation of the addition shall match the foundation of the primary structure in height and exterior material finish.

5. The rear carport shall be demolished.
