A Certificate of Appropriateness (COA) is required for any exterior work visible from a public street or right-of-way in a local landmark historic district, such as Vollintine Evergreen Historic District (VEHD). The purpose of a COA is to preserve and protect the historic character of the property, surrounding area, or district.

■ The applicant completed illegal work on the property without securing the necessary residential permits for electrical, mechanical, and plumbing.
■ The unauthorized modifications to the building divide it into four units, raising concerns about its structural integrity and safety.
Code Enforcement Violations:
■ There have been four documented complaints regarding the illegal conversion reported to Code Enforcement.
■ Two active enforcement cases exist at the property. Case ENF-2024-00874, opened May 23, 2024, addresses the illegal conversion of the carport into a dwelling; the owner missed the third court date. Case ENF-2024-00836, opened May 21, 2024, involves a multifamily use violation, with the owner also absent in court recently.
